Manchester Liberal Democrat Leader Simon Ashley today stated that a congestion charge for Manchester was "not a foregone conclusion."
Councillor Ashley, Leader of the 38-strong Liberal Democrat Group on Manchester City Council, wants to see much more detail before the party decides whether or not to support the plans.
"The Liberal Democrats are not opposed in principle to congestion charges as part of package to improve public transport in Greater Manchester, but we want three guarantees," he said.
"The first guarantee we want is that the Government put their money where their mouth is, and fund our much-needed Metrolink tram extensions. The second guarantee we want is that these proposals should not put Manchester at a competitive disadvantage to the rest of Greater Manchester and the third guarantee we seek is that these plans should not export jobs out of Manchester."
