Liberal Democrat Councillors are incensed that the council is giving notice to close Luncheon Clubs without bringing a report from their review of the clubs to the Council's Executive or the Health and Well-being Overview and Scrutiny Committee.

Last year Manchester City Council announced that it was undertaking a review of Luncheon Clubs and Meals on Wheels. It indicated that the influential Health and Well-being Overview and Scrutiny Committee would play an important role in the process. Users of one of the clubs have now received notice that it will close on the 4th April. It appears that no report has been prepared and certainly not submitted to either the Executive or the Health and Well-being Overview and Scrutiny Committee.

Cllr John Leech said, "This is a cynical ploy to sweep the closures under the carpet, without any chance to debate the closure programme. The Labour Council is trying to bypass the Scrutiny process and make decisions behind closed doors."

Cllr John Grant, member of the Health and Well-being Overview and Scrutiny Committee said, "We were told that this committee would be involved in this review process. We have waited and waited but still have not received a report. I was shocked to hear that the announcement of closure was going out and we still have not seen a report of the review. Town Hall bosses are closing the clubs before they consult with the council."
