Manchester Housing Officers have confirmed to Lib Dem Leader Simon Ashley that nearly half of all youths in Manchester given ASBO's breach them.
Official figures confirm that, "for juveniles, we believe that about 52% of ASBOs haven't been
breached, about 15% have been breached once and 22% between two and five times.
Around 10% of ASBOs appear to have been breached more than five times."
Cllr Ashley said today, "The council talks tough, but tough is not always effective."
"What these figures prove is that ASBO's can be a useful tool in tackling Anti -social behaviour, but they should not be the only weapon when it comes to tackling Anti Social Behaviour. Nearly half are breached, and the Council needs to look at other ways of dealing with anti social
behaviour, such as acceptable behaviour contracts."
