Plans to bring the trams to east Manchester - crucial to the area's regeneration strategy - have hit the buffers at Piccadilly as traffic jams worsen and Man City match days result in gridlock lasting half the day.
Residents of Clayton and Ancoats are still waiting for the trams to arrive in East Manchester.
Despite the government pledging funds, the tracks still stop short at Piccadilly with no sign of work starting other than an empty space for a station.
Cllr Mark Clayton says "When will the tram ever arrive? This looks like another Government transport fiasco" "The latest information from the Passenger Transport Authority is that work might start in 2007 - that would be ten years late!" commented Lib Dem campaigner Oliver West.
